Conflict Between Policy and Market Gains Momentum

The UK electric vehicle sector is divided between those who advocate maintaining the Zero Emission Vehicle (ZEV) mandate and those who call for a review to make targets less rigid. The discussion gained weight after the SMMT requested a review of the mandate, while the DfT published compliance data for 2024 showing that the car and van markets exceeded the targets.

This dichotomy has led to two competing narratives: the SMMT points out that the targets originally consulted in 2021 were overly optimistic, while the DfT shows that in the year the mandate was published, the industry met and exceeded the objectives.

Data Fueling the Debate

The 2024 target projected 22% of combined BEV/PHEV sales. In practice, 19.8% met the criteria, with an additional 4.7% credited through flexibility allowing credits for lower-emission internal combustion vehicles.

New Automotive’s ZEV Mandate tracker reinforced that this methodological adjustment is consistent with DfT data and that the flexibility was already considered in the organization's methodology.

What Each Side Points Out

  • SMMT: States that the transition path was designed with overly optimistic assumptions, suggesting the need to reduce the mandate to avoid economic slowdown.
  • DfT: Maintains that the market comfortably met the agreed-upon figures, even with current flexibilities, making it clear that the existing rules are being met above expectations.

Costs, Energy, and Public Policy

The report highlights that battery costs are more than 30% above projections, with raw material prices still high. Industrial energy prices in the UK have risen by about 80% since 2021, whereas in the EU the increase is around 28%.

Furthermore, the cost of public charging has increased by over 140% in the last five years. Although more models are available and consumer incentives exist, the announcement of a future road charging tax for EVs adds to the challenge for manufacturers and consumers.

The document also indicates that the intensive use of discounts – over £10 billion in the last two years – has sustained the mandate, raising questions about the need for adjustments to maintain the balance between incentive and cost.

Geopolitics, Industry, and Consumer Impacts

The SMMT cites geopolitical factors, such as the EU's Proposal to accelerate European production, which could affect components and products. On the other hand, the temporary increase in oil prices, driven by global tensions, underscores the benefits of maintaining momentum in EVs for families, including in the second-hand market.

ECIU analysts highlight that the narrative that targets would not be met is contestable, as competition among manufacturers and the pressure to reduce prices have helped families transition to EVs, strengthening resilience against fuel volatility.

What Comes Next

The government has already agreed on the need to review the mandate, signaling a course correction. In parallel, other regions, such as Canada and the USA, have already undergone target re-evaluations. The sector continues to bet on increasing demand through stable policies, reliable charging infrastructure, and competitive costs to accelerate the transition.
